Washington då CARICOM (Caribbean Community, Regional Integration) fick igenom
sin resolution om situationen i Bolivia.
Mot denna uppträdde
som på ett pärlband USA:s underordnade högerregeringar på kontinenten i form av
de ”Åttas Grupp”:
Bolivia (kuppjuntan), Brasilien,
Colombia, USA, Ecuador, Panamá, Paraguay och Venezuela i form av `ambassadören´
för Trumps “Fjärrkontrollspresident”, Juan Guaidó.
För resolutionen
röstade:
Antigua and Barbuda, Argentina, Barbados, Belice,
Dominica, Guyana, Grenada, Jamaica, México, Trinidad y Tobago, Nicaragua, Santa
Lucía, San Vicente and Granadinas, Surinam, Uruguay, Bahamas, San Cristóbal och
Nevis (Saint Christopher och Nevis).
De
åtta som avstod var följande:
Canadá,
Costa Rica, Chile, Guatemala, El Salvador, Dominikanska republiken, Peru och
Honduras.

USA and the Secretary General Luis
Almagro suffered a stunning defeat Thursday in the Organization of American
States (OAS), when CARICOM succeeded the Permanent Council adopted a resolution
on Bolivia.
Before the meeting of the Council Permanent Representation of
Bolivia he had proposed amendments are the Draft CARICOM. Granada opened
the meeting by noting that the Bolivian project constituted no amendments to
the Draft CARICOM, but a new draft resolution.
The representative of the coup government of Bolivia replied
that he thought the same and it was not a new document. I thought that the
draft Resolution of the CARICOM could be more constructive, rather than
supporting the intention of burning the country like Evo Morales wants, help to
pacify. He added that many are not interested in what happened in Bolivia,
which were not actions against indigenous people, but actions of armed groups
supporting Evo Morales, as well as the so-called east to encircle the cities.
Belize presented a procedural motion proposing that the draft
amendment proposed by Bolivia a vote.
The result of the vote on the draft Bolivia was as follows:
8 in favor Bolivia, Brazil, Colombia,
USA, Ecuador, Panama, Paraguay and Venezuela.En against 17 Antigua and Barbuda,
Argentina, Barbados, Belize, Dominica, Guyana, Granada, Jamaica, Mexico,
Trinidad and Tobago, Nicaragua, Saint Lucia, Saint Vincent and the Grenadines,
Suriname, Uruguay, Bahamas, St. Kitts and Nevis.
Abstention 8 Canada, Costa Rica, Chile,
Guatemala, El Salvador, Dominican Republic, Peru and Honduras.
Absent 1 Haiti
So the project was rejected Bolivia.

proposed to vote on the draft Resolution of the CARICOM, the result was as
follows:

Abstention 11 Canada, Costa Rica,
Guatemala, El Salvador, Dominican Republic, Ecuador, Peru, Honduras, Brazil,
Chile and Paraguay
Absent 1 Haiti
As a result Resolution was passed "rejection of violence
and call for full respect for the rights of indigenous peoples in the
Plurinational State of Bolivia".
Then there was explanation of vote by several delegations
including struck by the Ambassador of Colombia with an aggressive speech and
even offensive against the sponsors of the resolution and those who supported
it. Both the
representative of Colombia and the US Venezuela attacked, while the
representative of Guaidó so did against Nicaragua.
RESOLUTION OF THE
PERMANENT COUNCIL
"REJECT CALL TO VIOLENCE AND FULL
RESPECT FOR RIGHTS OF INDIGENOUS PEOPLES IN THE STATE OF BOLIVIA
PLURINATIONAL"
PROPOSAL BY THE MEMBER STATES OF THE
CARIBBEAN COMMUNITY (CARICOM)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
BEARING IN MIND the purposes and principles of the United
Nations Charter and those of the Charter of the Organization of American States
(OAS);
BEARING IN MIND that international and hemispheric human rights
conventions contain the values and principles of freedom, equality and social
justice that are intrinsic to democracy;
STRESSING the Declaration on the Rights of Indigenous Peoples,
Article 1 states that "[t] he Indians have the right, as a collective or
as individuals, to the full enjoyment of all human rights and fundamental
freedoms recognized in the United Nations Charter, the Universal Declaration of
human rights and international human rights standards "; the
International Convention on the Elimination of All Forms of Racial
Discrimination, United Nations, and the American Declaration on the Rights of
Indigenous Peoples [AG / RES. 2888 (XLVI-O / 16)], Article XII states that
"[t] he peoples have the right to be free of racism, racial
discrimination, xenophobia and related intolerance.
NOTING the deep concerns about the situation of human rights,
including racist violence and discriminatory, expressed by the Inter-American
Commission on Human Rights (CIDH) in its preliminary observations on December
10, 2019, after his visit to Bolivia;
NOTING the conclusions of the Commission that there was a wave
of violence following the election process and that they made serious
allegations of violations of human rights, including arbitrary arrests and
detentions, killings and assassinations, injuries to civilians , criminalization
and persecution of political opponents, and violations of freedom of
expression;
RECALLING the "Declaration on the Rights of Indigenous
Peoples in the Americas" [AG / DEC. 79 (XLIV-O / 14], which reaffirms
that advance the effective promotion and protection of the rights of indigenous
peoples of the Americas is a priority for the OAS;
ALSO RECALLING Article 9 of the Charter Inter-American
Democratic stating that: "[t] he elimination of all forms of
discrimination, especially gender discrimination, ethnic and racial, and
various forms of intolerance and the promotion and protection human rights of
indigenous peoples and migrants and respect for ethnic, cultural and religious
diversity in the Americas contribute to strengthening democracy and citizen participation
";
RECOGNIZING that, despite the improvements over the last decade,
the indigenous peoples of Bolivia have suffered from historic injustices as a
result of colonization and dispossession of their lands, territories and
resources, among others, which they were prevented from fully exercising, in
particular their right to development in accordance with their needs and
interests;
Emphasizing that the inherent rights of indigenous peoples of
Bolivia, which derive from their political, economic and social structures and
from their cultures, spiritual traditions, histories and philosophies,
especially their rights to their lands, territories and resources must be
respected and promoted;
REAFFIRMING that indigenous peoples, in the exercise of their rights,
should be free from all forms of discrimination;
CONSIDERING the importance of
eliminating all forms of racial discrimination or violence resulting from these
affecting citizens of the Americas, especially indigenous peoples, taking into
account the responsibility of States to combat them;
AFFIRMING that all doctrine, policy and
practice that is based on promoting the superiority of peoples or individuals
on the basis of national, racial, religious, ethnic or cultural differences in
Bolivia, is racist, scientifically false origin, legally invalid, morally
condemnable, socially unjust; and
WELCOMING the agreement signed between
the Bolivian authorities and the Commission to set up an independent
international group of experts to investigate the acts of violence that
occurred between September and December 2019,
RESOLVED:
1. To condemn violations of human rights
and the use of violence against any citizen of Bolivia, especially any form of
violence and intimidation against Bolivians of indigenous origin.
2. Also condemn intolerance symbols,
traditional relics and religious practices, and any aspect of the indigenous
civilization that may be subject to unequal treatment or mention.
3. To stress the need for the
authorities of the Plurinational State of Bolivia fulfill their inherent
responsibility as part of the community of nations, to protect the human rights
of everyone in Bolivia.
4. Urge the authorities of the
Plurinational State of Bolivia to respect, comply with and effectively
implement all their obligations under international law concerning indigenous
peoples, especially those obligations related to human rights.
5. To reiterate the call made by the
Permanent Council of the OAS on November 20, 2019, in resolution CP / RES. 1140
(2259/19) rev. 1 all political and civil actors in Bolivia, including all
authorities, civil society, the military and security forces and the general
public, to immediately cease violence, preserve peace and seek a frank dialogue
that promotes democratic national reconciliation.
6. To call on Bolivian authorities to
guarantee, full and unrestricted manner, observance and protection of human
rights and ensure accountability for any violation thereof, in accordance with
international human rights law, as it reflected in resolution CP / RES. 1140
(2259/19) rev. 1 of the Permanent Council of the OAS.
